The Outlook, May 15, 1913
The issue has more than one article about Japan in it.
The California Land Law Agitation
1: Apparently President Wilson had taken an interest in what was happening in California.
1: California should have consulted with the Federal government before working on its own anti-alien-land law provisions.
2: The Japanese don't own anywhere near the land that the anti-Japanese people have been claiming.
1: The Japanese 'school problem' in California could have been settled in a manner which would have not given any offense to Japan.
2: A very wrong prediction.
Japan, California, and the United States
1: The writer says no war is within site, but we could make an enemy of Japan.
2: In an interesting manner, the author says that both nations have unprincipled politicians and an unprincipled yellow press.
3: It's the right of a nation to determine who it allows inside its borders.
4: If we admit foreign citizens, then we should do so completely, not admit them and then put loads of restrictions on them.
1: A Federal treaty trumps a state law.
1: Again, questions about immigration and rights should be determined on the Federal and not on the State level.
The Japanese in California-A Poll of the Press
1: Again, what is going on in California is really a national matter.
2: There are not 'hoards' of Japanese entering California and staying.
3: A 1911 treaty said Japanese could lease land.
1: A quote from one of the sensationalistic newspapers. Other newspaper quotes are given.
1: Not all the papers were anti-Japanese, though.
2: Again, the issue of state's rights vs. the federal government.
