Storm

The story starts off with some reporter killed because he knows what is going on. A general is involved with a congressman about some kind of weapon he wants tested.

There's a group of scientists involved with the experiment, and one of them has worries about side effects. It's some kind of system that can control the weather. A test goes wrong and wipes out some of the working scientists. Then there's yet another reporter that is trying to find out what is going on with the weather.

More and more bad side effects happen. Then the story devolves into thugs trying to kill the scientist who left the project on orders of the guy who is heading the project, or at least part-head of the project. They frame the guy for a murder.

Then there's a guy who wants to fix what is going on.

The movie is too long by half, at least. There's too much conspiracy, too many killings and gun battles, too much politics and way too much military. What could have been a good movie is nearly ruined by all the excess baggage.
